Universal UK Theme Park — What We Know So Far

After years of speculation, Universal’s first European theme park has officially been announced for Bedford, UK. Universal’s Bedford park represents the company’s third attempt to establish a permanent presence in Europe, following previous ventures in France and Spain that didn’t fully materialize as planned. The project has received strong government backing, with Prime Minister Keir Starmer personally announcing the deal on April 9, 2025, calling it a demonstration of his government’s “Plan for Change in action.”

The park will be built on the 476-acre former Kempston Hardwick brickworks site, approximately 3 miles south of Bedford town center. Universal has indicated they may expand the footprint to around 700 acres to improve transportation infrastructure. The location was specifically chosen for its flat topography (ideal for theme park construction) and strategic transportation links, being bordered by the A421 road, the Marston Vale railway line, and the Midland Main Line.

While just announced publicly, Universal has been quietly developing this project since at least August 2023, when Comcast acquired Cloud Wing UK along with the initial land parcel. The company is currently focused on obtaining planning approvals, with construction projected to begin in 2026 and a target opening date of 2031. This six-year construction timeline reflects the massive scale and complexity of the undertaking.

3. Economic Impact and Employment

The government estimates the park could generate nearly £50 billion for the UK economy by 2055. Universal projects creating approximately 28,000 jobs total – with around 20,000 during the construction phase (including 5,000+ workers on site at peak) and 8,000 permanent positions once operational. Approximately 80% of employees are expected to come from Bedford and surrounding areas including Central Bedfordshire, Luton, and Milton Keynes.

4. Visitor Projections and Tourism Impact

Universal expects to welcome 8.5 million visitors in the park’s first year of operation, which would immediately make it the UK’s largest visitor attraction. For comparison, Universal’s Orlando and Hollywood resorts each welcomed approximately 9.6-9.7 million visitors in 2023. The project is expected to significantly boost UK tourism, particularly international visitors seeking multi-day UK experiences.

The site is divided into four “zones”: the “Core Zone” housing the main theme park and hotels, the adjacent “Lake Zone” (utilizing existing lakes from the former brickworks) likely for a Universal CityWalk complex, and two transportation hubs. Plans include a theme park with multiple themed lands, a 500-room hotel, and a retail/dining/entertainment district. Significant infrastructure improvements are planned, including expansion of Wixams railway station, a new station on the Marston Vale line, and dedicated slip roads to the A421.

The project has received remarkably strong local backing, with over 92% of 6,000+ survey respondents expressing support during public consultation in 2024. Six local councils officially endorsed the plans in July 2024. The project also enjoys rare cross-party political support, with both the current Labour government and previous Conservative administration claiming some credit for bringing Universal to the UK.
